I would usually discard my makeup after reaching 3rd years of usage, regardless if its new, unused or unfinished.
Googled around and found out that most people would recommend expiration @ shelf life for:
-Lipstick, Lipgloss : 1 year
-Eye, Lip Pencil : 1 year
-Mascara : 3 months
-Concealers: 6-8 months
-Powder (pressed or loose) : 1 year
-Facial Cleansers & Moisturizers: 6 months
-Facial Toners: 1 year
-Natural Cosmetics: 6 months
Personally i dont trust much of the answers provided by the experts. Let's say they saying this and that (exaggerating the expiration date and such) to market their products and make the sales increase.
Okay ladies, lets play safe: Discard your makeup when it's:
Smell Fishy fishy :)
Hardened
White Spots appear (aka fungi)
Bad shape (became to creamy or too oily)
Exposed to more than 30 deg for long hours or days.
Acne, Itchiness, swollen or allergic (your skin can tell if your makeup doesnt work well)
Btw, i have an interesting pics to show what happen to a lipstick after 4-5 years (only God knows how long that lipstick had been kept).

(Sorry for the low quality pics. i snapped using my SE HP. There's clearer pics below but take note i accidentally dropped this lipstick during 2nd shoot using SE Cam. Means the lipstick almost broken & 'shifted' a bit and the exact look of the lipstick with the well spread 'fungi' had already 'altered' due to erm..accident).
There's white like fungi thingy grow on both side of the lipstick.
Forgot to mention this is really old lipstick, (bout 3 years ago when mum bought it i think) + only-god-knows how long its been on the shelf. Brand? Wet and Wild. I doubt this brand still exists in the Malaysia market (correct me if im wrong. I thought it being replaced by Silky girl brand?)
